In the Netherlands lenders have formed the 'Peer-to-peer Investeeders Vereiniging Nederland' PIVN.nl, which is an association of lenders of peer-to-peer loans.
The goals of the PIVN are:
- periodic consultation with the p2p lending platforms
- publishing information of interest to lenders
- offering discussion forums
- conducting comparisons between p2p lending services
At the moment Boober.nl is the only p2p lending service active in the Netherlands. PIVN states as one of it's goals to achieve lower fees for lenders (0.5% instead of the current 1%) at Boober.
Membership fee at PIVN is 5 Euro annually (approx. 6.50 US$). So far about 50 Boober lenders became members.

Found this interesting paper written by Prof. Dr. Udo Reifner on regulation of micro loans in Europe. Written (2000) well before the advent of p2p lending over the internet, it compares regulation for micro loans in 7 European countries (Belgium, France, Germany, Ireland, Italy, Netherlands, UK). It is one of the best sources that is publicly available, that I have seen so far.

Dutch p2p lending service Boober.nl changed the rules last week. Lenders are now restricted to a maximum investment sum of 39000 Euro. Boober told users that this step confirms that Boober is a platform for individuals and not for professionals or companies. It is believed that this step was neccessary due to regulation.
German Smava has restricted lenders to a maximum of 25000 Euros since the start. This too, is a precaution, since under German regulation professional lending without a license is not allowed.

Guus Drijver, head of Dutch p2p lending site Boober.nl, announced that boober plans to set up a site that will allow lenders to finance mortgages via p2p lending. This would require much higher loan amounts then those that are currently possible at Boober, where the maximum is 10.000 Euro. The aim is to have the first mortgage funded still in 2007.

4 month after the launch, Dutch p2p lending service boober.nl is approaching a total volume of 1 million Euro funded loans (chart shows development of loan volume since launch).

In comparision, German p2p lending service Smava.de, launched only 8 weeks after Boober is growing much slower. Currently it reached approx. 150000 Euro loan volume. Look forward for a post on the development of Smava in the near future.
Boober plans to launch in Belgium as next country. While not started yet, the domain boober.be is already up, saying "beta".

The figure quoted for borrowers that are late with at least one payment at dutch Boober.nl is 3.8 percent. This strikes me as quite high, considering operations of started only February this year. The Dutch site Frooble.nl, which was announced to start as competition for Boober.nl, was in public beta mode for only a few days before it was closed to the public by the founders who cited technical problems and said they hope to launch again in September after solving these.

Franz Hetzenauer, founder of tulip computers, bought 17.5 percent of dutch p2p banking platform Boober.nl. Terms of the transaction were not disclosed. Boober aims to branch into other European countries this year.

The new website booberwatch.nl offers p2p lending stats for the Dutch p2p lending service boober.nl (as wiseclerk.com does for prosper.com stats). While the site is in Dutch language, it has many charts and tables that can be understood without speaking Dutch. The main page shows the fluctation of average interest for each credit grade over time. According to booberwatch 536207 Euros have been loaned so far.

I just became aware of Boober.nl a new service that brings the concept of peer-to-peer lending to the Netherlands. As far as I am aware of this is the third market (after Zopa in UK and Prosper in US) where p2p credits over the internet are possible.
Since you probably do not read Dutch (the boober website does not have an english translation) - here is a short summary of the service:
- Boober takes a fee of 1% (0.5% from lender, 0.5% from borrower) plus 19.95 Euro fee from borrower for creditrating plus annual fee of 9.95 Euro from lender
- Loans are possible for amounts from 1500 to 10000 Euros (approx 13000 US$)
- Lenders can invest from as little as 5 Euro to a maximum of 250 Euro in an individual listing
- Available terms are 6, 12, 18, 24, 30, 36, 48 and 60 months
- Interest rates go up to 15%
- As of today, there are 2 dozen open listings
Boober has more similiarities with Prosper than with Zopa since lenders can pick individual loans.The information available on borrowers listings is very limited but it has to be taken into account that boober launched only 2 weeks ago.
It will be interesting to see how Boober develops.
In case you are wondering what 'Boober' means. The website says that 'Boober' is the name of the dog of the founders, which they say is stubborn, creative and loyal.
Update: It is only possible to invest for lenders that are located in the Netherlands
